Amendments
Amendments are used when a range officer or agreement holder wants to make changes to an approved RUP.

There are two sub-workflows when creating amendments: minor and mandatory.
When an agreement holder initiates an amendment, they must identify if the amendment is minor or mandatory
Amendments will be handled by the versioning system, ie. Creating an amendment create a new version of the plan.
We should add some kind of navigation to view the latest approved version of an RUP.
Only 1 amendment can be in progress at a time
- Some amendments have to go through the decision maker process: Decision maker workflow
- minor amendments may get reviewed by staff
- minor amendments reviewed by staff can either be left as is or be forwarded to the DM for a “wrongly made determination”
- the determination is essentially like the recommendation/approval decision portion of the initial/mandatory amendment workflow but with different options and associated statuses
- When a change is required by legislation
- Staff recommends an amendment, and decision maker determines if it is necessary (do we need to add a UI for staff to do this?)
- Same workflow as when working on a new RUP (including requiring AH signatures and DM review and decision)
- Staff initiated amendments are always mandatory
- Require AH and DM signatures
- Add another "View amendments" button to the frontend that goes to a page like the "View versions" page but filters for previous versions that are amendments - should probably get only the latest version of each amendment to show final status
- need to discuss recall and discard options for amendments so that if staff or AH determine not proceed with an amendment it no longer prevents them from starting another amendment (think one amendment at a time rule)
- Can we add a button that appears in every stage of an amendment that allows range officers to bail out of an amendment? (as well, who should have the permission to discard an ongoing amendment? I would assume not agreement holders, especially if it's a mandatory amendment)
Need to address when an amendment is not accepted. Maybe copy most recent approved plan to current version. Need ability for DM to identify that a minor amendment should have been a mandatory (and capture that is the intention) and to switch the amendment type moving forward Some additional statuses are needed for minor amendments to differentiate between things like:
- minor amendments stand_not_reviewed (AH made them but staff haven’t reviewed)
- minor amendments stand_reviewed_noDM (staff reviewed it but determined that a determination by DM not needed so continues to stand)
- minor amendments stand_reviewed_DM (went to DM for determination and they determined to let stand) There may be some associated in between statuses related to the staff person making a recommendation to DM for the determination
