A manual test procedure for the fallback loader has been documented in the wiki for some time; this PR turns it into an automated Mink test. This is important, since there are some problems with this functionality in the Doctrine port in #2233, and having an automated test will save time in addressing those bugs. (I have confirmed that this test passes in the dev branch but fails in the doctrine branch).
