What does this PR aim to accomplish?:
Update Nagios to 4.5.1, Nagios Plugins to 2.4.9, and NCPA to 3.0.2.

How does this PR accomplish the above?:
Updating files and performing develop builds.

What documentation changes (if any) are needed to support this PR?:
README and Dockerfiles have already been updated.
