Pilot

This release captures the prior work done on the Carbon.txt project until mid-2024. It includes drafting of an initial specification, and suggested means of storing and retrieving carbon.txt files for a given website.

The purpose of this release is to snapshot the repository at this moment in time, pending future updates to the carbon.txt project as part of ongoing work thanks to funding by NGI Search - read about that here.
