Fetch upgrade

It uses core@v0.4.5.

$ git fetch --all --tags
$ git checkout v0.4.5

Install new binary

$ make install

Restart terrad node

# If you just run the command
$ terrad start

# If you use systemd
$ sudo systemctl restart terrad

Upgrade Time

Please be ensure do upgrade before below time
