Prepping for Prague upgrade: bls precompile implementation, working out gas costs & spec, developed .NET blst bindings

Prototyped EIPs (not yet merged): 7805 (FOCIL), 7762

Encrypted mempools R&D: Implementing Shutter, researching how to bring to L1, proposed & prototyped EIPS (7793, 7843)

Currently working on: 4444 implementation, presenting EIPs to ACD, helping out EIP editing
