Første PR for å flytte over selve oppfølgingsplan-funksjonaliteten.
Jeg var veldig usikker på hvordan best flytte over, da det er et stort "spider web" som er avhengig av hverandre for å kunne fungere.
Denne PR-en flytter OppfolgingsplanInternControllerV3fra Syfooppfolgingsplanservice til OppfolgingsplanInternControllerV1 i oppfolgingsplan-backend. Jeg har tatt med alle avhengigheter for å få koden til å kompilere, men har ikke tatt med oppretting av database osv i denne PRen.
Mye av den gamle koden var skrevet i java, alt er skrevet om til kotlin.
