First public release for Taranis 3.7

Between 3.6 and 3.7, there are quite some minor improvements and fixes: see wiki page https://github.com/NCSC-NL/taranis3/wiki/release-3.7.4

The major development, however, has taken place in components which are NCSC-NL specific hence not released to the public.
