Feature/java cleanup add unit test

1. Fixes PR template, I had the wrong extension.
2. Adding additional .gitignore paths to exclude .idea and .target from inside java project.
3. Adding first Unit Test.
4. Updated POM to have version alias values at the top.
5. Refactored two enum java files to their own enum class. No additional refactor will be done for now.
6. Adding LOGGING framework. Setting the ground to remove System.out code and instead use logging framework.

Next Java GitHub Action (GHA) to automatically run unit test, mvn package build, etc.
