Update Omega Format to Version 4

• Add attach_to and connected_to to all Dynamic Objects
• Traffic Sign List extended
• All TODO enum values renamed to UNKOWN
• recorder_id and recording_id are now strings and should be unique
• Add orange light to vehicle lights
• Use ISO-Format for datetimes
• Add compression to hdf5 files by default
• Bugfixes
