Update to docusaurus 3 and change versions shown to only the last thr…

…ee minor versions (#1472)

* Update to docusaurus 3
* Fix tabs to work on docusaurus 3 (the plugin we used only supports docusaurus2)
* Change versions shown to only the last three minor versions based on converstations in discord from the maintainers
* Added in a section in the Readme for users to view/host older versions on their own infra
