VAGOV-TEAM-100670: Removes sidebar placeholder and two-column layout #20267

Description

This PR removes the sidebar placeholder put in recently, as it has been removed from updated designs.

Closes department-of-veterans-affairs/va.gov-team#100670

Testing done

  • Functional test updated.
  • Manual testing to ensure sidebar is no longer present on Form Builder pages.

QA steps

As a user with role Form Builder user:

  1. Navigate to /form-builder.
    • Validate that the two-column layout is gone.
    • Validate that the sidebar placeholder no longer appears.
    • Validate that the page still "looks" correct everywhere else.

  • Documentation has been updated, if applicable.
  • Tests have been added if necessary.
  • Automated tests have passed.
  • Code Quality Tests have passed.
  • Acceptance Criteria in related issue are met.
  • Manual Code Review Approved.

I appreciate you cleaning up the CSS. Way too easy to forget about this and leave it there indefinitely.
