Add 22-1990 form to pattern 2 prototypes

User Story

As a member of the Authed Experience Team, I need to have the 22-1990 form added as the "Task Orange" for user research.

Background

We need the foundation of this form in place so that we can make updates when needed, and use this form for user research.

ACs

• The 22-1990 exists in our prototype
• It matches our designs
• 26 - 1880 form is moved to task Gray instead of Red

I have a PR in draft right now (pending CI/CD running) for this work. The guts of the functionality is present, but there is a lot left to deal with. department-of-veterans-affairs/vets-website#32638

Hindsight is always 20/20 but we should have done more discovery around what it would take to build the new review page, use the review page styling in internal pages, and how we would need to customize the form system to deal with this departure from the existing way that forms are built. This is a very custom and very far departure from the way the form system pages are set up now, and almost every page is relying on escape hatches from the form system to accomplish the task flow ☹

I have outlined the remaining work in this mini-epic #170 which need to be refined and split into more manageable pieces of work.
