Added the dependency without hardcoding a version. This allows for using the latest version of the module. This might have to be revisted if Configurations instroduces a breaking change.

Description
Added "Configuration" as a dependency in the manifest and removed the module from this module.
The dependency was defined without a ModuleVersion.
This allows for using the latest version of the module.
Motivation
Version 1.3.0 of Configuration introduced important changes for CIs that are not using PSv5.1
