About the PR
Redid the surgeon loadout files because they were done wrong and also added the DeltaV scrubs to the loadout.
Why / Balance
More customization more fun that's epic and awesome.
Technical details
Moved some of the information in the surgeon.yml file to the appropriate places, made prototypes for the loadout of the other scrubs, and added those to the surgeon loadout.
