Help Center: Remove unneeded Storybook config

Proposed Changes

Removes the residual Storybook config that was not removed in #92008.

Why are these changes being made?

To reduce maintenance cost. There are no more stories left in the help-center package, and the changes in #92008 clearly show an intent to remove the Storybook setup.

Testing Instructions

yarn && yarn storybook:start should work as before.
