No server associated with consumer_key "..."

What steps will reproduce the problem?
  $server = array(
    'consumer_key' => TWITTER_APP_CONSUMER_KEY,
    'consumer_secret' => TWITTER_APP_CONSUMER_SECRET,
    'server_uri' => 'https://api.twitter.com/',
    'signature_methods' => array('HMAC-SHA1', 'PLAINTEXT'),
    'request_token_uri' => 'https://api.twitter.com/oauth/request_token',
    'authorize_uri' => 'https://api.twitter.com/oauth/authorize',
    'access_token_uri' => 'https://api.twitter.com/oauth/access_token'
  );

What is the expected output? What do you see instead?

Expected is oauth-php runs successfully but i see blow error:

No server associated with consumer_key "......." 

What version of the product are you using? On what operating system?

Windows 7, tool: wampserver 64 bit

Please provide any additional information below.
