I reviewed some of the flakiness test reports we had when this issue was first reported internally, and this aberration may have been one of the results to motivate this issue. That said, following a couple recent fixes to the macOS automation logic (specifically here and here), it's not clear this is still a problem. The safest bet would be to run the "flakiness" script again and analyze the fresh results.
