Initial value propagation not implemented in Coral proper

Initial value propagation is currently implemented as a series of zero-length time steps at the beginning of the simulation, but this is done in config_parser, i.e., in coralmaster, rather than in the C++ library. This means that it does not happen in JCoral, for example.
