Consolidate CLI between servars/strucvars annotate and server

We currently pass the transcript database in different ways to the annotate sub commands and server. This is confusing.

Describe the solution you'd like
We should consolidate this towards what seqvars annotate uses. For easy running of the server in docker compose, e.g., varfish and reev, we should move the assumed database structure into the Docker entrypoint.sh. The annonars entrypoint.sh can serve as a template.
