Todo: validate with @Bonapara

We could probably set shortLabel = '' for a few more actions (favorites or the newly added 'Export to PDF' on Notes), but having just an icon can make it a bit hard to figure out what's going to happen so maybe if the user stays over for long enough then we should display a tooltip with the long label.
