Free/Discounted subscriptions unable to use the repo

Afternoon all!

So I've had a few people email to report that they can't use the repo to deploy resources to UK West.

From investigation it looks like if they're on a subscription with a credit offer, they're unable to deploy to UK West as there are restrictions on those tiers (Please see the following link: https://azure.microsoft.com/en-us/pricing/offers/azure-credit-offers).

I'll create a branch today and start shifting resources from UK West to North Europe.

Please bear with me while I sort this out as it'll take a couple of days.

Branch 'Issue-21-moving-resources-from-ukwest-to-northeurope' created, working through removing UK West and replacing with North Europe for resources, questions and answers.

Code updated, and deployed successfully to UK South, North Europe and West Europe.
