Current behavior

An additional column header is rendered for the scroll bar even when there is no scroll bar.

Expected behavior

When the scroll bar is not present there should not be such column header rendered

Minimal reproduction of the problem with instructions

1. If on Mac set Appearance -> Show scroll bar to "Always"
2. Open the following StackBlitz example: https://stackblitz.com/edit/react-horzsg-1l7xy5?file=app%2Fapp.tsx
3. Notice the additional column rendered at the end of the grid
