Use core part tag to save and automatically check or run which utils were last used on the vessel #8

This will require string operations, which are not currently present in kOS.

The core part tag can be used to persistently store a string, which can be used to store which utils were last running when the ship was loaded, perhaps in binary format (e.g. "101000000" would be the panel util and the chutes util). Upon loading the script, it would either automatically check the boxes for them, or even skip straight to running them.
