The GHA don't run when only the README is changed, so they never report that they passed, so the rule tries to prevent merging.

Add same-named GHAs that run only for README changes, and have them confirm that README.Rmd matches README.md. Figure out a general rule, and consider submitting to usethis.

Er they DID run. And it looks like they did the full run, so still keep this open, but instead focus on making it test smarter when only README(s) changed.
