Luts3-service and python3

SGAS/luts does not work with python3.

As python2 has reached end of life it's time to fix this issue.

I have looked into it shortly and it includes a lot of small changes ranging from changing except from "," to "as" and putting () on print statement into how twisted handles data och requests and returns.
