Description:
As a product owner, I would like to see highlighted text on instructor names and hovering tooltips to show RMP ratings in goSFU.

pages to show the highlighted texts and tooltips:

goSFU enrollment course cart tab
goSFU enrollment course cart tab, class to add page
goSFU class search
goSFU class search, class detail page

Acceptance Criteria:

Manually check if highlighted texts and tooltips are displayed on each page listed above.
Write at least 4 test scenarios for each page above. Implement tests across all the relevant modules and mocks.
