Нельзя ли вычислять до масштаба порядка 1:25000 - 1:10000 (по экрану), а если нужно крупнее -- увеличивать без пересчёта? И (или) задавать область расчёта?

М.б. пересчитывать параметры Level / step, чтобы они определяли радиус в метрах, а не пикселях?
