expose public API for enable/disable Styleguide storing globally

We dont want to annotate every instance of
Then I store the Fusion output in the styleguide as "...."
to exclude it. The styleguide storing is only relevant for some cases and may slow down more basic pipelines like MRs or branches.
In most cases, the scenario itself also contains component test logic, so we only want to exclude the (typically) last step call.

Maybe via environment variable / flow configuration. Somehow we need to set this from the gitlab CI.
