Description

Even when skip-rosdep-install is set to true, apt update is called.
This prevents to use this action with no network interaction.
Sometimes APT is flaky on self-hosted runners in my experience, hence I usually try to avoid it, instead relying on custom-built runner images of mine with required packages preinstalled.
Anyway, if skip-rosdep-install is set to true, there should be no reason to call APT.
