Gitlab authendicator should support gitlab access tokens on organization level

Something like this

It is needed because I have ~300 repos in gitlab, and adding packages tries to reload all of them, but times out.

I wouldn't mind, but you also cannot add packages using api that way(why should it scan all packages)
