Without a DOI, figure out if a publication is on the arXiv and fill in the OA location

Fairly often, users get OA reminder emails for publications that are available on the arXiv. arXiv is well indexed by Unpaywall and OA Button, so we do have some arXiv OA Locations in RMD. Mostly these are for publications where there is a DOI listed both on arXiv and in RMD. It would be great if we could find other publications without contacting researchers.

A few options:

• If the string "arxiv" appears anywhere in the RMD record, suppress reminder emails, search arXiv for matches, and hold for any necessary human review.
• Come at the problem from the other direction: Require DOI verification (similar to AI OA Workflow) before a publication can be included in a reminder email. This would require a separate DOI verification queue.

Would be nice to do something similar for PMC and especially for NSF-PAR and any other federal repositories not indexed by Unpaywall.

AE to do: Check how many records this would impact and assign priority accordingly.
