Desktop icons: clicking desktop on empty workspace steals focus from all other apps on other workspaces #745

Issue/Bug description:
Clicking on the desktop on the empty end workspace makes desktop steal focus on workspaces with open apps

Steps to reproduce:

  • Have apps open on a workspace
  • Switch to the empty workspace at the bottom of the queue
  • Click desktop
  • Switch back to workspace with open app(s)
  • Focus remains on the desktop. Using cosmic-term with transparency and hitting Ctrl+Shift+N to make a new folder shows that the new folder dialog pops up behind my tiled terminal instances:

  • Super + Arrows does not focus any windows, it only changes workspaces. I have to click a window with my mouse in order to interact with my open apps.

Expected behavior:
The app I have focused before I switch to the empty workspace and clicking the desktop should still be focused when I switch back to that workspace.
