Each state that we're working on has two repositories: sources and data. Pennsylvania, for example, has a sources repository and a data repository. The original files go in the former, while the converted CSV files go in the latter. Each of the data repositories has an issue that describes how those CSV files should look.
How you convert them is up to you, but volunteers have used everything from data entry to Tabula (for parsing electronic PDFs) to writing code. The important part is that your work is consistent and careful.
To plug in, send an email to openelections@gmail.com including what state(s) you're interested in and what you'd like to do. Feel free to tell us about any technical skills you have that might be useful. If you already have a GitHub account, you also can jump in on one of the issues, but you don't have to know about GitHub or Git to participate.
