Permission "delete local translation request" not defined correctly

Hi,
when updating to Drupal 10 the permission "delete local translation request" causes problems.
I have seen that it is granted to the role oe_translator while installing the oe_translation_local submodule. However, when importing an existing config, this cause problems, since with Drupal 10 each permission must be defined before it can be granted in a permission.yml file.

Without the permission.yml file the try of installing the submodule results in
Adding non-existent permissions to a role is not allowed. The incorrect per missions are "delete local translation request".

Hello @cfinker , does this mean that you don't have the oe_translation_local module enabled?
The permission per type are generated dynamically here, and the "local" type is defined here.
