Add new Ward/Divisions from 2016

I originally posted historic versions of Wards and Ward Divisions for 2003 to 2016. The repository needs to be brought up to date with the intervening years.

In addition, it would be better to provide Zip files of all shapefile components as well as perhaps GeoPackage and GeoParquet files.

The Cicero team indicated that ward division boundaries had changed. It might be in 2020. Will track down new versions and add here.

I submitted a formal open records request for all new versions since 2016 to righttoknow@phila.gov on 28 April 2024. The City invoked an automatic 30 day extension on 6 May 2024 and then requested an additional extension to 20 June 2024.

Received 3 updated division files: Jan 2018, August 2018, and September 2019.

I think there have also been changes to the file since then, perhaps in June 2021 and have inquired. So here are the steps thus far:

• Process and add Jan 2018 divisions
• Aggregate and add Jan 2018 Wards
• Process and add Aug 2018 divisions
• Aggregate and add Aug 2018 Wards
• Process and add Sept 2019 divisions
• Aggregate and add Sept 2019 Wards
• Process and add post 2019 divisions
• Aggregate and add post 2019 divisions
