Refactor bco validate as a lib functionallity

Currently the bco validation is just a state printing tool. Because those validation is a really good user feedback about the current system state those should be implemented as a lib tool which than can be used by further gui tools like bcozy.

After finishing this issue please trigger this functionality via the bco logo of bcozy.

• currently there is just a registry ping used for connection validation.
