New agenda document needed for the Go SIG

The Google doc we currently use for our meeting notes has more than 200 pages and is starting to get slow for some users. We would like to have a new agenda Google doc created to replace our current document.

Can someone on the @open-telemetry/governance-committee create a new doc for us?

I archived the existing meeting notes into a new (read-only) doc, cleared out the current doc, and added a link to the archived doc from the current doc.

The reason I prefer this approach is then we don't need to update links to the latest meeting notes.
