SCOS installer failing bootstraping with OAuthServerServiceEndpoint errors #2059

Installing in AWS using openshift-install-linux-4.16.0-0.okd-scos-2024-08-21-155613.tar.gz. Followed the instructions from here to pull the files with the "oc adm release extract" command and then ran "openshift-install create cluster"

I've never had issues in the past when installing using the FCOS installer on AWS, but I keep getting this error when installing with the SCOS installer. I attached the output from the install. It looks to start with errors about OAuthServerServiceEndpointAccessibleController and then moves on to complaining about myriad other things like ingresses not being available and services being degraded.

I attempted to perform another fresh install now that there is an official release and I'm still getting the same errors. I tried installing this time in AWS with 4.17.0-okd-scos.0.

I was able to successfully perform a fresh install using the same configuration but the 4.15.0-0.okd-2024-03-10-010116 installer.

It's not clear to me what exactly the installer is upset about so I've attached the generated openshift_install.log. The only change I made was to replace the domain name with a placeholder.
