How to configure spectral at a workspace level?

I have a couple projects I am working on side-by-side.

1. Contains AWS Cloudformation templates in YAML. (Spectral cannot parse these)
2. OpenAPI 3 Swagger YAML documents

My .config/nvim config contains a simple null_ls.builtins.diagnostics.spectral for now.

But how do I make it so that spectral is not active in the first project, but works as expected in the second one?

So one thing that worked for me is:

1. Used Mason to install spectral-language-server for now.
2. Removed the null_ls.builtins line.
3. Whenever I don't want it, I run :LspStop 3 (spectral) in the nvim command.
   The 3 (spectral) is selected from a list of autocomplete options.
