how can i implement the workaround "Disable app workflow_scripts and workflow_pdf_converter"? Is it enough if I deactivate the apps "Automated PDF conversion" and "Workflow external scripts"? Or is it already implemented because the apps are disabled?

They are never enabled by default, so unless you did active them, there is nothing to do. |

They are never enabled by default, so unless you did active them, there is nothing to do.
In your case it seems to be the case that they were never activated, so you are save.
