Offer Closest Drop Point (CDP) Service not showing

I am currently trying to understand the module and it's features.
In the admin there are two options that seem to have no effect on the frontend:

• Offer Closest Drop Point (CDP) Service
• Closest Drop Point Adjustment Charge

When I enable them there is no option in the checkout. Also no additional fee is charged. The official documentation is pretty vague about this. In the module's source code I found that this service needs a valid email address and/or a phone number for this service to be available. In my case both does exist and is real (no made up data). The shipping address is real too (in germany).

The store is currently running on my local dev system, could this be an issue?

What does it need for this service to be available?

the availability of this service depends on the shipping destination.
