The fabric wiki data gen documentation is out of date. I'm unfamiliar with it so an up-to-date guide would be great.

could it be that in the setup part, some part is missing.
in the official fabric wiki

sourceSets {
    main {
        resources {
            srcDirs += [
                    'src/main/generated'
            ]
        }
    }
}

they added this part to the build.gradle
which is missing in the tutorial and the reference-mod

only after adding this it worked for me locally

or did I miss some other change?
