I want to release the driver developed under Windows 10. According to Microsoft's official website process, I saw that the content was released by your side, so I have a question to ask you

When I register "Microsoft Windows Hardware Developer Program" . There are only two options in "join a program to unlock new opportunities":“Windows and Xbox” and "Bethesda Partner Program" . Then I select “Windows and Xbox” and complete registration . But when I entered the dashboard, I found that I could only submit applications and games . In "other programs", I saw a "hardware" option that I couldn't select (after clicking, the page reported an error and returned to the dashboard interface, and I guessed that this might be the correct answer). Why is there only two options to choose from in my account? Is it a Microsoft permission issue?
