In Kaddoura's congestion handler, delay is consider to occur when the link exit time exceeds the expected freeflow exit time. However, congestion is defined sometimes as traveling below a certain fraction of freeflow speed (e.g. 60%).
We should reinvestigate this to see how it affects the total experienced congestion we calculate.
