Requires Python ^3.9 But Require ^3.8.5

I would require streamlit-cookies-manager for Python ^3.8.5 because companie's platform has to use Python 3.8.5.
Would it work if just lowered the version number? (I think when creating Packages with Poetry it very often arbitrarily sets version numbers high, although a lower version number would do it) - thereby excluding potential users and use cases.
