Preconditions

1. Any Service provider deputy or Workshop administrator were blocked (check time)
2. Log in as Admin (e.g. Tech-Admin, Ministry, Region, District Admins)

Steps to reproduce

1. Go to 'Administration' tab
2. Click on 'History of change' tab
3. Select 'Administrators' tab
4. Check time of change Worksop administrator or Service provider Deputy from Preconditions

Actual result
When a change with Workshop Administrator or Service provider Deputy is made timing of the change isn't display corectly in the history of changed
