Description

The peer count bootstrap to ~300 and trickle down to 20 over 10 minutes.
This is not fixed by disabling the accelerated DHT client.

The dht buckets looks healthy, however I can mesure a slow down in DHT resolve speeds compare to having ~1000 peers with accelerated client (assuming a 20k network size, having 1k peers give good amounts of luck than one of the 20 K peers of the record I'm searching for is already connected to me).

Sounds like #8945: "the routing table being very small (compared to running without the resource manager enabled)". If you set a big HighWater value then the ResourceManager will still prevent it from being reached Accelerated client or not.

I have the resource manager disabled and the routing table look healthy (16k peers in bucket 0).
