DK Core Practitioner officialHealthAuthorization does not allow multiple authorization identifiers #141

Some employees have multiple authorization identifiers with different education codes. This is not possible to represent in DK Core Practitioner, as the slice on officialHealthAuthorization is 0..1.

Thank you for raising the issue @esn-systematic.
We have considered changing the cardinality on the slicing Practitioner.qualification:officialHealthAuthorization to 0..*, the Practitioner.qualification:officialHealthAuthorization.identifier to 0..1 as each practitioner only has one identifier for each code education code, and the Practitioner.qualification:officialHealthAuthorization.code to 0..1 to support more use cases. We will revisit this for the next release in the spring.
