The profile for DocumentReference's to be used for EPR seems to allow the use of external content to be present - specifically
https://fhir.ch/ig/ch-core/5.0.0-ballot/StructureDefinition-ch-core-documentreference-epr-definitions.html#diff_DocumentReference.content.attachment.url

Is this intentional? Shouldnt it be constrained or described to only allow references internally within the infrastructure of where DocumentReferences and Binaries are stored?
